A United Nations team headed by the Dutch economist Albert Winsemius had first visited Singapore in 1960 to determine if industrialization could play a role in the island’s future development.  Of course, Dr. Winsemius’s original plan looked to attract foreign investment in industries such as textiles and electronics with generous tax incentives. Other ideas ranged from encouraging new state-built housing to maintaining the statue of Sir Stamford Raffles as a symbol to Western visitors.
